The Dokdo rumors began spreading in earnest after the Japanese daily Yomiuri Shimbun reported that during the G8 Summit in Hokkaido last Wednesday,[link widoczny dla zalogowanych], Japanese Prime Minister Yasuo Fukuda informed President Lee of his Education Ministry��s decision to state Tokyo��s territorial claim. The Yomiuri reported Lee responded by saying that now was not a good time and asked the Japanese leader to hold off on the announcement. Cheong Wa Dae denied the report,[link widoczny dla zalogowanych], but rumors that Lee had sold Dokdo to Japan spread like wildfire.
Japan��s deputy minister of education said Monday the Japanese government had made no decision on Dokdo when the two leaders met last Wednesday. After the deputy minister denied the article,[link widoczny dla zalogowanych], Japan��s Foreign Ministry spokesman did the same on Monday. The Dokdo rumors spread after Lee met Japan��s Emperor Akihito in April. The two men bowed their heads as they shook hands. But photographs were deliberately spread through the Internet that captured only Lee��s head bowing,[link widoczny dla zalogowanych], and that picture was cited as one of the pieces of evidence that he had handed over sovereignty over Dokdo.
It is impossible for the president of Korea to hand over ownership of Dokdo to Japan; it is simply unrealistic. Such groundless rumors,[link widoczny dla zalogowanych], too childish to have been dreamt up by an elementary school student,[link widoczny dla zalogowanych], are spreading through the Internet in a country that boasts the world��s 13th largest economy. If the TV media join in and spread the Dokdo rumors,[link widoczny dla zalogowanych], we cannot rule out that another mad cow disease hysteria will sweep the country.
The more the Dokdo rumors spread, the worse off Korea will be in its diplomatic battle with Japan. As it is,[link widoczny dla zalogowanych], they serve as the ground on which even a single report like the Yomiuri article can rattle the Korean president and the public. But the provocateurs on Korean websites inciting candlelight protests over Dokdo are not taking aim at Japan,[link widoczny dla zalogowanych], but at their own government. The court ruled that charges against them including violating the National Security and anticommunist laws and plotting sedition were spurious since accounts were obtained through water torture, electrocution and beatings. The incident was the result of legal manipulations by a powerful political elite during a troubled period. Now a court of law has belatedly rectified an episode in its dark past.
But suspicions over the people who ordered the torture and beatings and incited the legal murders still remain unsolved. Not a few people who were involved in the investigations and sentencing are still alive,[link widoczny dla zalogowanych], be they members of the presidential office, intelligence operatives,[link widoczny dla zalogowanych], prosecutors,[link widoczny dla zalogowanych], police or judges. These people must now come forward and shed light on the truth.

Korea has become the first among the 37 countries in the Western Pacific Region to receive certification as an indication of a country's efforts in controlling hepatitis B from the World Health Organization,[link widoczny dla zalogowanych]. Korea��s shipbuilding sector is talking about the latest deal between Daewoo Shipbuilding and a domestic consortium.

For years it was part of the driving force behind Korea's shipbuilding boom. But by the late 90s,[link widoczny dla zalogowanych], when its parent company Daewoo Group collapsed during the Asian financial crisis, it required a government bailout to salvage the shipbuilding affiliate.
Its biggest shareholder is the state-owned Korea Development Bank,[link widoczny dla zalogowanych], which owns a 31.3 percent stake in the company.
As of last year,[link widoczny dla zalogowanych], the ship maker has sparked deals accounting for more than five percent of the global market.
When Daewoo Shipbuilding put itself up for sale,[link widoczny dla zalogowanych], a three-member consortium comprised of POSCO,[link widoczny dla zalogowanych], Hanwha and Hyundai Heavy Industries swooped.
GS Group,[link widoczny dla zalogowanych], which was initially included in the deal, is now out,[link widoczny dla zalogowanych], reportedly due to differences with POSCO's bidding price. Rumor has it that POSCO was willing to pay sums for Daewoo Shipbuilding that GS Group was not prepared to meet.
Industry experts say Daewoo Shipbuilding could fetch a price tag of up to W8 trillion (US$1=W1,240).
Now POSCO is saying it wants to act alone. Despite its willingness to proceed with the deal,[link widoczny dla zalogowanych], there are a few potential obstacles. U.S. President Barack Obama on Tuesday announced his administration's Nuclear Posture Review on Tuesday,[link widoczny dla zalogowanych], setting the direction of U.S. policy on nuclear weapons. If the North continues to pursue its nuclear ambitions,[link widoczny dla zalogowanych], the Korean people and the entire peninsula will remain under the threat of nuclear war,[link widoczny dla zalogowanych], in contrast to the global trend toward a world without such terrible weapons.

Through the summit, the two countries need to reaffirm their determination to resolve the North Korean nuclear issue.
